Question: Can you sell an upper receiver and a telescoping stock over the internet to someone you know?

Answer: As long as you are not selling the frame (lower reciever) you should be fine. You can buy similar parts online at places like Brownell's so there should be no reason why you can't do a private sale. For 100% confirmation make sure to check with a local gun dealer and if the buyer is in another state have them do the same.
